  • Conservation Assistance – Winter 2008 – 2009


    Utility Administered Programs: Oil Conservation Assistance is coordinated with these programs.

    Residential programs (CL&P and UI customers): Go to http://www.ctsavesenergy.com/, click on “for your home” and scroll down to the programs of interest. Below are key programs (others are available):

    · Low-income (free if eligible for energy assistance):

    WRAP (CL&P) – 1-800-388-9727; UI Helps – 1-877-947-3873. If you get utility service from a municipal utility, call them directly about their programs.

    Residential:

    Home Energy Solutions (HES) Until June 30, 2009, for a $75 charge you can receive an energy audit for your home and conservation services, and a referral to an oil or propane dealer for a clean, tune and test at no additional charge (if you haven't had this service for this winter): 1-877-947-3873. Municipal utilities have a program classed Home Energy Savings that is similar; call the utility about this program.



    Furnace/ Boiler Replacement or Upgrade:

    CT Fuel Oil Conservation Fund pays for repair or replacement of oil furnaces or boilers that are broken, unsafe or very inefficient, for homeowners who receive for energy assistance. This assistance is available only until June 30, 2009. Contact the following Community Action Agencies for assistance. If you don't know which agency covers your area, call the state's energy hotline: 1-800-842-1132 or Infoline at 2-1-1

    · For the replacement of residential oil or gas fired furnaces and boilers

    · For furnace and boiler upgrades (available only until June 30, 2009)



    Low-income homeowners who receive cash assistance from the CT Department of Social Services

    TFA, State Supplement (AABD) and SAGA recipients may be able to get help from DSS to pay for home repairs needed to allow them to remain in their homes. This could include a broken furnace, for example. Apply with your DSS worker.

    Interest subsidized conservation loans:

    Loans are available through the Connecticut Housing Investment Fund (CHIF). 860-233-5165 or www.chif.org/owner_borrowers/index.shtml#energy

    · Energy Conservation Loan Programs: Loans of up to $25,000are available for homeowners for buildings with up to four dwellings units.

    · Multi-family Energy Conservation Loan Program: Loans of up to $60,000 are available for buildings with five or more swelling units, up to $2,000/ unit. Up to one-third of the building may be commercial space.
