Revised Evaluation Roadmap published March 16, 2012. At the request of the EEB Evaluation Committee, the Evaluation Consultant revised the Evaluation Roadmap and Communications Protocol approved by the board in August 2011 to more closely reflect the changes in evaluation procedures called for by PA 11-80 and by DPUC docket no. 10-10-03. Now known as the Program Evaluation and Market Research Roadmap, the new document also reflects the recent shift toward a research-area based approach to the board's evaluation work. 2012 Program Evaluation and Market Research RoadmapHome Energy Reports pilot evaluations:
In fulfillment of its program evaluation responsibilities the EEB has retained NMR Group Inc. to evaluate the results of a Home Energy Reports pilot project now being undertaken by Opower, under contract with Connecticut Light and Power Co. The pilot is designed to test what, if any, effect on behavior may be observed when a selected pool of CL&P consumers receive detailed informatioon about their energy use, with suggestions about how they could conserve. On March 9, 2012 NMR provided a revised draft Interim Home Energy Reports Billing Analysis report to the EEB. The deadline for comments on this draft is March 23, 2012. In partnership with NMR TetraTech is undertaking a comparable study of the Home Energy Reports pilot now underway involving customers of the United Illuminating Company. A draft report of the

2012 Plan Approval Process
On February 17, 2012 the DEEP Bureau of Energy and Technology Policy published its final approval of the 2012 Conservation and Load Management Base Plan. The Base Plan now goes to PURA for a regulatory proceeding under docket no. 12-02-01.2012 CLM Base Plan Final Approval.pdf

Changes at the EEB:
DEEP has hired Jeff Gaudiosi, currently 2nd Vice Chair of the Energy Efficiency Board and Chair of the Consultants Committee, to fill the newly created position of Power Procurement Manager as required by PA 11-80. Mr. Gaudiosi has served on the board as the representative of the Manufacturers Alliance of CT since January 2001, and in the intervening years, made major contributions to virtually every aspect of the board’s work. He plans to attend the February 8 board meeting before officially stepping down.
Marketing RFP issued:
The Connecticut Department of Energy and Evnironmental Protection, the Energy Efficiency Board, and the Clean Energy Finance and Investment Authority jointly invite proposals to fulfill a vision for a strong, comprehensive communications platform to help the state become the nation's leader in clean energy. Conservation and Load Management Plan:
Under Docket 11-10-03 the Public Utilities Regulatory Authority reviewed the sections of the 2012 Conservation and Load Management Plan concerning gas company programs. On January 4, 2012 PURA published its final decision approving the plan. PURA also announced that it has opened Docket 12-02-01 for the electric sections of the 2012 C&LM Plan.

The EEB received a letter from DEEP Commissioner Esty (PDF) about two important matters:
- Providing for stopgap funding from the proceeds of the Regional Greenhouse Gas Initiative (RGGI) auction of carbon credits to allow HES services to continue for customers who heat with deliverable fuels;
- Continuation of programs under the terms of the 2011 Conservation and Load Management Plan, until the review and approval of the 2012 draft plan can be completed.

With the approval of the Energy Efficiency Board on Friday September 30, 2011, the Connecticut Light and Power and United Illuminating companies filed the 2012 Conservation and Load Management Plan with the Public Utilities Regulatory Authority of the Department of Energy and Environmental Protection.
The 2012 Program Savings Documentation was also filed on Friday. Program administrators use the PSD to determine what measures can be supported with EEF resources and at what levels.
Included in the docket is a report by Synapse on Avoided Energy Supply Costs, which has bearing on savings and costs projects in the plan and which the companies therefore included in the filing.
Also in October: the Energy Savings Performance Contracting Working Group convened by CL&P and UI released its final report, a Best Practices Guide for Energy Savings Performance Contracting in the Municipal, University, School, and Hospital Markets.
