Section 116 of the Act requires DEEP to establish a residential financing program for the installation of efficient gas and oil heating equipment and incentives for combined heat and power systems. DEEP must also develop a pilot program to encourage the installation of efficient HVAC equipment in commercial, industrial and municipal settings.

Residential Financing Program
The Residential Financing Program is in place. The program requires that each customer have a home energy audit and allows them to repay the loan directly on their utility bill. In addition to efficient gas and oil heating equipment this program allows customer to finance the installation of other energy efficient equipment such as water heaters, ductless heat pumps, insulation and more.
