    Energy Assistance Programs

    Operation Fuel
    Provides cash assistance for heating expenses for households with incomes at or below 60% of the State Median Income guidelines who are in crisis.

    LIHEAP - Low Income Home Energy Assistance Program
    The LIHEAP Clearinghouse website provides information for state, tribal and local LIHEAP providers and others interested in low-income energy issues.

    Utility Energy Assistance Programs
    Connecticut's utilities are dedicated to helping customers manage their energy needs and utility bills.

    Utility Matching Payment Programs
    Payment incentive programs to help income-eligible customers pay down a delinquent balance. Offered only by state-regulated gas and electric utilities.

    CEAP - Connecticut Energy Assistance Program
    Financial assistance for payment of primary heat bill for households at or below 150%.

    CHAP - Contingency Heating Assistance Program
    Financial assistance for payment of primary heat bill for households over the CEAP income limit, up to 60% of the State Median Income.

    Private Fuel Banks and Charitable Funds
    Private and Municipal funds may be a resource for people who need help with energy expenses. Limited benefits, often one-time-only. Eligibility varies.

    Citizen’s Energy
    In partnership with CITGO, Citizens Energy works with oil heat dealers and local fuel assistance agencies in several states to provide deliveries of home heating oil to those in need. Assistance is limited and not always available.

    Simply dial 2-1-1, the toll-free number in Connecticut that operates 24 hours a day, 365 days a year, for information about community services, referrals to human services and crisis intervention.
